The headline reforms
Section 21 'no-fault' evictions would be abolished, with all tenancies moving to periodic assured tenancies. Section 8 would be reformed and new grounds added — including for landlords wishing to sell or move in.
A new Private Rented Sector Ombudsman and a property portal were proposed, alongside a 'Decent Homes Standard' for the sector.
From pledge to plan
The White Paper is the moment the reform stopped being a slogan and became a programme. It set the architecture that both the Renters (Reform) Bill and, later, the Renters' Rights Bill would build on.
The White Paper is the master plan behind everything that followed. Landlords who read it in 2022 had a three-year head start on understanding the new Section 8 grounds.
