What the Bill proposed
Abolition of Section 21; a single system of periodic tenancies; reformed and expanded Section 8 grounds; a landlord redress scheme; and a digital property portal.
It also proposed strengthening grounds for genuine cases — persistent arrears, anti-social behaviour, and the landlord's own need to sell or occupy.
The road ahead
A Bill being introduced is the beginning, not the end. It must pass committee scrutiny, both Houses, and Royal Assent — and much can change along the way.
The Bill confirmed Section 21's days were numbered. But its slow passage — and eventual fate — showed why landlords should plan for the policy direction, not a specific date.
